There are a certain number of information-impaired people who cannot take the plunge into information technology, despite the fact that information technology can improve their business. The information-impaired people in this paper are those who cannot benefit from information technology due to lack of personnel or budget in the organization. In order to solve this problem, we developed an information system development method based on design thinking. We propose a method in which the information-impaired people can develop, implement, and operate information systems themselves. We focused on the teachers and staff of child-care facilities as one of the categories of the informationally vulnerable, applied the proposed method to their work, and confirmed the effectiveness of the method. We applied the proposed method to the pick-up management of a childcare facility and started trial production in January 2020. As a result, in March 2021, we obtained trust in the information system and suggestions for improving its functions from the information-impaired people.
