We conducted an investigation into the current annual evaluation of services provided in prefectural public parks by designated administrators, examined the relationship between the type of public parks and evaluation items, and then identified challenges in evaluating services by designated administrators based on the characteristics of public parks. The results showed that the evaluation items were mostly ones that are designed commonly for general public facilities. Meanwhile, gardening companies serving as a designated administrator paid less attention to them when managing a regional park, and were actively engaged in plant maintenance, civic engagement, and collaboration with local community. This indicated that there existed a gap between the evaluation items currently used by local governments and those that designated administrators want local governments to adopt for annual evaluation.
