西欧の多くの都市で,交通問題解決,都市の再生と環境保全を目的として,自動車依存の体系から,徒歩とLRT(Light Rail Transit)等の公共交通中心の都市構造への転換が進んでいる。本論は,フランスを対象として,代表的な3都市について現地調査,政策担当者ヒアリングを行った結果について述べる。中心的な課題は,LRT整備が都市に与えた影響および事業化に伴う利害調整の取組状況の分析である。これらに基づいて,日本のLRT整備に関わる課題について考察する。

This study aims to suggest to personal information for necessary to make safety confirmation of our approach. Safety confirmation using personal information is useful for lifesaving by each inhabitant in disaster. But it's difficult for local community to make the list of personal information. Because, there are the private information protection law in japan. We discuss about using information of safety confirmation. First, we check to necessary personal information about safety confirmation of our concept. Next, we discuss approach to get the personal information for safety confirmation. And, we find for personal Information of available to keep maintain from usual time to disaster time in local community by result of equates. From the results, we suggest to personal information for making safety confirmation by inhabitant.

To contribute to the improvement of regional safety, we have developed a spatial-temporal information system under the concept of a risk-adaptive regional management information system (RARMIS). This system can be characterized as follows: (1)Coordination between normal and emergency functions. (2)Integrated database for handling spatial-temporal data. (3)Implicit topological data descriptions. In this paper, technical matters about spatial-temporal GIS and its applicability for not only disaster prevention but also a broader kind of analyses and the daily tasks of local governments will be explained at first. Then, the case study of Duzce city will be mentioned as an example of the application of spatial-temporal GIS. Relatively soon after the earthquake, it was decided to develop a new residential area in the suburbs of the city and let 50,000 people emigrate there. However, because the road conditions were not so good, we tried to check whether the traffic capacity of the roads between the new residential area and the city center was adequate. Concretely, we surveyed traffic volumes and found that while no serious traffic jams occurred the trip took about 45 minutes. According

時空間ＧＩＳの自治体への応用について、都市管理へのコンピュータの適用という見地から、整理と分析を行った。

トルコ大地震の復興過程について、時空間ＧＩＳを利用した時系列的分析を行った。

地域文化に根ざした地域管理システムを、多国間の協働により構築することの重要性を述べるとともに、これと時空間ＧＩＳとの関わりについて論述した。

トルコ大地震の復興支援活動への時空間ＧＩＳの導入について、活動経緯を整理するとともに、適用性に関する実証的検討を行った。

トルコ大地震におけるドゥジェ市の被害について、時空間的分析を行い、自然科学的知見だけでなく、復興に関わる社会的・政策的な知見を多く得た。

This paper discusses damages and recovery status in Duzce city, which was severely damaged by the 1999 Turkey Earthquakes. For learning the lessons from the two earthquakes, it is necessary to make an integrated analysis of the first (Augast 17th) and the second (November 12th) earthquakes damages. Originally, the buildings damages data sets of the two earthquakes were separately handled for administrative purposes only, but they are sorted and stored in spatial-temporal GIS (DiMSIS) for the integrated analysis. Also, refuge patterns data after the two earthquakes are obtained by questionnaires, and they are analyzed to investigate how many damage levels and number of stories affected on their refuge and residential patterns. Finally recovery policies are examined based on the results.

従来交通分野では最適経路＝最短経路として扱われてきたが、ここでは移動制約者にとっての最適性は「最も楽な」ことであると仮定し、実際に経路算定を行って、これらの基準の違いによる最適経路の乖離を示した。

自治体における時空間ＧＩＳの有用性について、日本の事例に関する実証的検討を行った。

再帰のアルゴリズムを経路探索に応用し、高齢者・身体障害者に対応できるよう個人属性を可変にして乗換抵抗を算出できる、運行ダイヤ内包型最適経路算出システムを開発した。

ＡＨＰ手法の応用であるＡＮＰ手法に関し、住民合意形成への適用可能性を、ロールプレイ実験等を用いて実証的した。

日本と中国の自治体におけるＧＩＳの利用実態調査をふまえ、両国における時空間情報システムの必要条件と要求される機能について考察を行った。

「問題解決シナリオ」を提案し、その部分要素として位置づけを行い、合意形成促進の視点から計画者の行動規範を呈示した。

名古屋市及び上海市を対象として、両者の公共交通システムの状況を網羅的に把握し整理するとともに、比較分析を試みて、両市における今後の公共交通施策のあり方を考察した。

交通施設のうち、特に長期にわたって整備が行われてきている鉄道整備について、整備目的や、整備に対する反対意見の内容とその変遷を文献から整理することで、鉄道整備の役割がどのように捉えられてきたかを明らかにした。

The aim of this study is to develop an operational computer-aided system for town planning. In Japan, many computer systems are employed for planning, but most of them have been developed from the perspective of data management. As such, systems are often installed in mainframe computers and databases are constructed on a large scale. They are not flexible enough for use as tools for town planning because of difficulty of access and of troublesome data maintenance. In this study, a computer-aided system is developed in consideration of simplicity of the data making process in order to assist planners in defining problems and preparing improvement schemes. This system has been installed in a microcomputer, and it uses digital town taps recorded on CD-ROM as base maps.

従来開発を進めてきた電子住宅地図を用いた地区情報システムの、建物名称情報を用いた施設分類と、住宅の増築及び転出入に関する情報抽出に関して、現実との整合性の検証を行った。

住宅地区を対象として、地区内交通の分布をモデル化し、観測された区間交通量を考慮することで、操作性の高い交通量推計モデルを開発した。また吉川は講演を担当。

CD-ROM電子住宅地図を用いた都市計画支援システムの構築手法について、日本におけるデータベース整備の現状をふまえながら より利便性の高いシステムを作るための方法論を述べた。

地区整備計画策定における地理情報システムの位置づけと役割及び現状における利用上の問題点の整理をふまえ、システム開発の方向性について提案した。

数年来、開発を行ってきた計画支援システムの、現実の計画事例への適用の試みをまとめ、その実用性及び提供する計画情報の有用性を検証し、今後の発展の方向について考察を行った。

旧市街地における生活街路ネットワークの分析システムを開発した。本論文では、電子住宅地図を用いた道路と建物のデータベース構築手法とアクセシビリティや安全性といった指標を用いた分析方法を提案している。また吉川が国際会犠での発表を行っている。

地区整備計画を対象とする計画支援型の地区情報の収集といった側面から具体的な構築手法を提案するとともに、実際に開発を行ったシステムの現実の計画事例への適用を行った。

開発した地区情報システムの応用例として、住宅地図の特徴である世帯単位の名称惰報が得られる点に着目して施設の種別を判別し分類するサブシステムを開発し、施設分布状況から見た駅勢圏特性の比較を試みた。

街路整備や地区整備計画においては地区の実情や住民の意向にあったきめ細かな対応が重視されるが、そうした地区の地理的情報は量的に膨大であるため、CD-ROM住宅地図をデータベースとして用いた地理情報システムを開発した。

小型計算機を用いて対話的な操作の可能な実用性の高い土地評価作業支援システムを開発した。さらに、モデル地区において、パラメータ及び路線網の変更に伴う評価値の感度分析を行った。

土地区画整理事業における土地評価作業を支援するシステムを開発した。本システムは実務作業を考慮し、非定型業務に対応した融通性の高い小型計算機システムであることが特徴である。

住宅地図の地図情報を計算磯に効率よく入カする方法を開発するとともに、計筆幾何学の研究成果をもとに、地図情報の加工のための基本的なソフトウェアを開発した。
